  • The independent candidacy for President of Kofi Koranteng guided by the platform of Agenda 2024 calls for the modernization of the Ministry of Finance. This includes installing a comprehensive digitalized collection and disbursement system that is secure and redundant with multiple daily backups stored off site for security.
  • The Ministry of Finance will be expected to establish regular mandatory forensic audits of all collections and disbursements made by government ministries, agencies, commissions and boards.
  • Agenda 2024 calls for an autonomous regulatory board comprised of professional accountants and auditors representing the Ministries of Finance and Justice to establish regulations for banking institutions. The Ministry of Finance in conjunction with the Ministry of Justice will be expected by an Act of Parliament to monitor bank balance sheets for compliance with regulations on a continuous basis.
  • The Ministry of Finance will complete a review of all regulatory laws, rules and best practices of financial institutions engaged in consumer loans, including but not limited to mortgage, personal, car, and education loans as well as health and life insurance policies, stock and bond sales along with the sale of all domestic financial instruments.
  • Both Ministries will also be granted investigative and prosecutorial powers relating to banking, mortgage, insurance, along with stock and bond trading entities to ensure compliance to all applicable consumer fraud regulations and laws.
  • The Ministry of Finance will establish protocols to negotiate and repay all International Debt under the best and most efficient terms for the good of the Nation. This will include retiring debts with the highest interest rates with a priority repayment schedule.
  • The Ministry of Finance will be charged with developing a comprehensive digitalized collection system that will enable all taxes, fees, surcharges and fines to be paid directly by entities and individuals in a timely manner.
  • Agenda 2024 calls on the Ministry of Finance to limit new foreign debt obligations and with approval from Parliament realign tax rates and redouble collection efforts for foreign entities and governments doing business in Ghana.
  • A strong, financially secure Ghana is the ultimate objective of the Agenda 2024 Platform of the Independent Candidacy for President of Kofi Koranteng. The priorities of the new administration include bringing domestic companies utilizing Ghanaian labor to the forefront of all government contracts. Therefore, working with Parliament to establish new laws and regulations we expect the Ministry of Finance as well as all ministries to assign preferential treatment to independently domestically owned and operated companies when awarding government contracts. The Ministry of Justice will investigate and certify that company ownership is independent of government officials.
  • The Ministry of Finance with approval from Parliament and under the investigative eye of the Department of Justice will develop a bidding protocol for all government projects that will include priorities that benefit the short- and long-term financial health of Ghana.
  • Suggested bidding protocols that need to be discussed, analyzed and approved for Government of Ghana Projects include, sealed bids, priority for domestically owned companies that employ indigenous labor, completion and payment dates.
