The Ministry of Justice must be revitalized, reorganized and strengthened to include specialized commissions, agencies and departments. It is imperative that the Ministry of Justice be staffed with seasoned attorneys who are specialists in various applications of the law.
Agenda 2024 foresees a Ministry of Justice that is staffed by career attorneys aided and supported by a staff of career professional paralegals and investigators.
As an Independent Candidate for President, Kofi Koranteng and the Agenda 2024 platform proposes that the Ministry of Justice be staffed with career attorneys who are untainted by political partisanship.
Agenda 2024 proposes that vetted attorneys and investigators for the Ministry of Justice be hired with contractual term limits that exceed the terms of Presidential Administrations to prevent arbitrary dismissals without cause. Parliament with recommendations from the Office of the President should establish these contractual term limits to ensure a professionally staffed Ministry of Justice. Just Cause dismissal terms meeting specified standards are to be included in the contracts of Ministry of Justice hires.
It is envisioned by Agenda 2024 that the mission of the Ministry of Justice be expanded to include agencies and commissions staffed by tenured employees that will perform routine, timely and random investigations of each of the Ministries to ensure their efficient performance as prescribed by law, their mission statements and regulatory guidelines.
Under the budget of the Ministry of Justice Agenda 2024 proposes a National Independent Oversight Commission be established. This independent commission comprised of attorneys and investigators be established to continuously and randomly run routine audits and necessary investigations to root out and prevent corruption on all levels of government. The National Independent Oversight Commission will be granted full subpoena and investigative authority. It will report to the office of the President, the Minister of Justice and the Minister of Finance jointly.
The Ministry of Justice will establish a Commission of Contractual Oversight. It is envisioned that this Commission be staffed with knowledgeable professional attorneys who specialize in contract law. It will be charged with reviewing the contracts issued by all Ministries, Government Agencies and State-Owned Industries before being submitted to Parliament for approval.
The Ministry of Justice will establish separate commissions assigned to each of the Ministries, Parliament and the Office of the President to review and ensure that all official expenditures, appointments, regulations, and organizational structures comply with the laws and Constitution of Ghana.
